Abolishes the Environmental Protection Agency.
Terminates all functions, activities, and duties of the Agency and prohibits their transfer to any other Federal establishment.
Declares that all regulations, orders, rules, determinations, contracts, licenses, and privileges issued, made, granted, or allowed to become effective by the Agency shall cease to have effect.
Directs the Director of the Office of Management and Budget to conclude the affairs of the Agency.
