Strategic and Critical Materials Transaction Authorization Act of 1981 - Authorizes appropriations, effective October 1, 1981, for the acquisition of strategic and critical materials for the National Defense Stockpile. Authorizes the disposal of certain materials determined to be in excess of stockpile requirements. Requires such acquisition and disposal to be carried out in accordance with the Strategic and Critical Materials Stock Piling Act.
