Declares seven named individuals to have been lawfully admitted to the United States for permanent residence under the Immigration and Nationality Act. Provides that such individuals shall be held and considered to: (1) have been admitted to the United States for permanent residence as of the date they began their residence at the United States Embassy in Moscow; and (2) have been physically present in the United States as of such date.
