A bill to amend title 38, United States Code, to revise and clarify eligibility for reimbursement of expenses of travel for Veterans' Administration health care, and for other purposes.

Excludes from repayment the first $5 of travel expenses to and from a Veterans' Administration facility when a person receives beneficiary travel involving programs administered by the Department of Veterans' Benefits.
