A bill to amend title 39 of the United States Code to provide for postal services utilizing transmission through privately owned telecommunications, and for other purposes.
Postal Electronic Mail Act of 1981 - Authorizes the United States Postal Service to provide electronic mail service. Directs the Postal Service to: (1) create a separate unit to manage such service; and (2) establish rates and fees to produce sufficient revenues to cover the costs of providing such service.
Prohibits the Government from subsidizing such service. Prohibits the Postal Service from owning any telecommunications media for the purpose of providing electronic mail service.
