Establishes the Madrona Marsh National Wildlife Refuge in Torrance, California, to be administered by the Secretary of the Interior in accordance with the provisions of the National Wildlife Refuge Administration Act of 1966.
Declares that nothing in this Act shall be construed as authorizing the Secretary to acquire the oil rights to land acquired pursuant to this Act.
Authorizes appropriations to carry out such Act.
