A bill to rescind certain budget authority contained in the message of the President of March 17, 1981 (H. Doc. 97-32), transmitted pursuant to the Impoundment Control Act of 1974.

Rescinds, pursuant to the Impoundment Control Act of 1974, budget authority contained in the message of the President of March 17, 1981 (H. Doc. 97-32), for the Farmers Home Administration's Agricultural Credit Insurance Fund, and for the Soil Conservation Service's resource conservation and development programs.
