Amends the Federal - State Extended Unemployment Compensation Act of 1970 to eliminate the "national trigger" provisions under the extended benefits program.
Revises the State trigger under such program to provide that there is a State "on" indicator for a week if the rate of insured unemployment under the State law for the period consisting of such week and the immediately preceding 12 weeks equaled or exceeded three percent.
