Small Business Emergency Act of 1981 - Allows a small business concern to apply for termination or modification of a fixed - price procurement contract with the United States where such concern has suffered or will suffer serious financial loss due to significant, unanticipated increases in the price of specified rare and precious metals which directly affect the cost of contract compliance.
