A bill to amend title 5, United States Code, to provide for voluntary withholding of State income tax for civil service annuitants.

Requires the Office of Personnel Management, upon the request of a State, to withhold State income tax from the civil service annuity of any annuitant who requests such withholding.

Declares that an annuitant may have only one such request in effect at any time and not more than two requests in effect in different States during one calendar year.
