Amends the Clean Air Act to repeal provisions for: (1) the adoption and enforcement of emission standards for new motor vehicles by States with approved plans for nonattainment areas; and (2) production warranties and parts certification for compliance with emission standards by manufacturers of new cars.
Revises provisions relating to: (1) performance warranties for vehicle and engine compliance with emission standards; (2) manufacturer's instructions for the maintenance, replacement, and repair of emission control devices and systems; and (3) prohibited acts involving such devices or systems.
Prohibits State or local governments from adopting or enforcing standards applicable to motor vehicle or engine parts for purposes of controlling or regulating motor vehicle emissions.
