A bill to amend the Clean Air Act to promote competitiveness in the motor vehicle aftermarket and to preserve consumer freedom of choice to select parts and service of the consumer's own choosing, and for other purposes.

Amends the Clean Air Act to repeal provisions for: (1) the adoption and enforcement of emission standards for new motor vehicles by States with approved plans for nonattainment areas; and (2) production warranties and parts certification for compliance with emissions standards by manufacturers of new cars.

Revises provisions relating to: (1) performance warranties for vehicle and engine compliance with emissions standards, (2) manufacturer's instructions for the maintenance, replacement, and repair of emissions control devices and systems; and (3) prohibited acts involving such devices or systems.
