Directs the Secretary of Agriculture to: (1) investigate using the protein byproduct resulting from the production of fuel alcohol from agricultural commodities to meet the food needs of developing countries through the Food for Peace programs and the Export Credit Sales Program; (2) investigate using such protein byproduct in the distribution of food products under a specified commodity donation program; (3) report to Congress on the results of such investigations; and (4) provide Congress annually with a description of the efforts being made to make such protein byproduct available as part of the Food for Peace programs, the Export Credit Sales Program, and the commodity donation program.
Authorizes the Commodity Credit Corporation to purchase such protein byproduct for donation for certain domestic and foreign purposes despite the fact that the byproduct does not meet the otherwise mandatory percentage of grain in products donated.
