Amends the National Labor Relations Act to authorize the Secretary of Labor to prohibit the awarding of Federal contracts to persons who have violated certain judicial orders or orders issued by the National Labor Relations Board.
Limits the period of such ban to not more than three years after the Secretary has certified the identity of such person to the Comptroller General. Provides that such restrictions shall apply only: (1) if there is another source for the materials or services; and (2) with respect to materials or services furnished through the use of facilities at which a pattern of willful violations of final orders of the Board or of a court has occurred or is occurring.
