Limits, for calendar years 1981-1983, the importation of automobiles whose average fuel economy in model year 1979 did not meet specified requirements. Provides for the administration of the quantitative limits of this Act and for the allocation of automobiles permitted entry under this Act.
Authorizes the President to suspend such limitations if the President finds that such suspension is in the national interest and would not adversely affect employment. Prohibits such suspension unless Congress is notified and Congress does not disapprove such suspension within 30 days.
