Directs the Secretary to submit to the appropriate Congressional committees the criteria to determine the residency of persons for census purposes at least one year before the decennial census date.

Directs the President to report to Congress within a specified time after completion of the census on the tabulations made in the decennial census with regard to the population in each State and the number of Representatives to which each State would be entitled according to the Hamilton-Vinton formula (rather than according to the method of equal proportions which is currently used).
