Amends the Export Administration Act of 1979 to require Congressional approval of any proposal to prohibit the export of agricultural commodities to a foreign country other than in connection with a prohibition of all exports to such country. Limits the President's authority to restrict the export of goods and technology with military potential by forbidding the exercise of such authority to prohibit the export of agricultural commodities to any foreign country.
