Amends the Federal criminal code to subject to forfeiture to the United States any item of pecuniary value derived by a Federal felon from the sale of motion picture, publishing, radio, or television rights to information resulting from such person's participation in the offense.
Requires that any such item be made available for distribution among the victims of the offense.
Authorizes the court to protect the rights of victims in the case of a defendant who is charged but not convicted of an offense.
