Declares Federal personal property which was loaned to a State or local government by the Defense Civil Preparedness Agency (DCPA) and transferred with the other property of DCPA to the Federal Emergency Management Agency (FEMA) to be surplus property. Directs the Administrator of General Services to donate such property to such government if the Director of FEMA certifies that the government is using the property for civil defense purposes.
