Requires the Director of the Federal Emergency Management Agency (FEMA) to: (1) survey all Federal personal property under FEMA control (transferred to FEMA from the Defense Civil Preparedness Agency) and currently on loan to a State or local government for civil defense purposes; and (2) certify to Congress a list of such items of such property which are and are not being used for such purposes.
Directs the Director to transfer the property which is being used for civil defense to the State or local government and to regard and dispose of the other property as surplus property under the Federal Property and Administrative Services Act of 1979.
