Authorizes the Secretary of Transportation, in exceptional cases, to make funds available to a State for the acquisition of rights-of-way on a Federal-aid highway system before completion of an environmental impact statement.
Directs the Secretary to notify the appropriate Congressional committees of a State's request for such funds.
