Authorizes the Secretary of Agriculture to: (1) convey part of the Garden Valley Boulevard tract to the city of Roseburg, Oregon, upon such city's conveyance of certain lands to the Veterans' Administration (to be used for cemetery grounds); and (2) permit the construction of a building upon the remaining portion of such tract to be leased as the Umpqua National Forest headquarters.
