Amends the Railroad Retirement Act of 1974 to eliminate the reduction of railroad retirement annuities by amounts payable as social security benefits in the case of an individual who, as of January 1, 1975: (1) had a current connection with the railroad industry; (2) had not less than seven years of service; (3) had attained the age of 67; (4) had acquired legal rights to social security benefits through jobs unrelated to railroads; and (5) had not retired from the service of the last employer by whom such individual was employed.
