Amends the Contract Disputes Act of 1978 to require: (1) interest to be paid on amounts found due contractors on claims against the Government from the date the contractor receives the claim until the claim is paid, notwithstanding the date the claim is certified; and (2) the Secretary of the Treasury to publish in the Federal Register the rate of interest to be paid during the six-month period beginning on January 1, 1983, and each subsequent six-month period.
