Amends the Clean Air Act to prohibit the Administrator of the Environmental Protection Agency from requiring that State implementation plans for meeting the national primary ambient air quality standard provide for periodic inspection and testing of motor vehicles before January 1, 1986.
Authorizes the Administrator to require separate testing of each new motor vehicle for compliance with emission standards before sale by the manufacturer.
