A bill to eliminate the exemption for Congress or for the United States from the application of certain provisions of Federal law relating to employment, privacy, and social security, and for other purposes.

Amends title VII of the Civil Rights Act of 1964 (Equal Employment Opportunity) to extend the prohibition against employment discrimination to all employees of the legislative branch of the Federal Government.

Includes the United States and the legislative branch as employers subject to the National Labor Relations Act and the Occupational Health and Safety Act.

Extends coverage of the Fair Labor Standards Act to legislative employees.

Applies the Freedom of Information Act and the Privacy Act to the legislative branch.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to repeal the exemption of the Vice President, Members of Congress, and legislative branch employees.
