A bill to amend title 39 of the United States Code to reduce postal rates for small magazines, and for other purposes.

Prohibits the revenues received from the postal rates for not more than 250,000 pieces of specified second class publications from exceeding the postal costs attributable to such mail matter as of the first day of the eighth year after the first Postal Rate Commission decision affecting such mail.

Requires postal rates for nonadvertising portions of such mail to be based solely on weight.
