Authorizes the Secretary of Transportation to make grants for the reconstruction or repair of nontoll public roads that are incurring and will continue to incur a substantial increase in use as a result of transportation activities to meet national energy requirements.
Sets the Federal share of the cost of such projects at 80 percent. Directs the Secretary to establish a formula for apportionment of such funds.
Authorizes appropriations for fiscal years 1982 through 1986.
