A bill to amend section 307 of Public Law 96-151, by assigning the responsibility of designing a protocol for, and conducting an epidemiological study of, veterans who were exposed to Agent Orange, to an independent scientific agency.

Amends the Veterans Health Programs Extension and Improvement Act of 1979 to direct the Administrator of Veterans' Affairs to assign to an independent scientific agency the responsibility of designing a protocol for and conducting an epidemiological study of veterans who were exposed to Agent Orange.

Authorizes appropriations.
