A bill to amend title 38, United States Code, to provide for the determination of certain unemployable veterans with service-connected disabilities as being totally disabled and to direct the Administrator of Veterans' Affairs to consider age in rating the degree of disability of veterans with service connected disabilities.

Requires a veteran who is unemployable with one service-connected disability rated at not less than 50 percent or two service-connected disabilities where one is rated at not less than 40 percent and the combined total is at least 60 percent to be rated as totally disabled. Directs the Administrator to consider the age of a veteran when rating disabilities.
