A bill to subject certain nationals or citizens of the United States to the jurisdiction of the United States district courts for their crimes committed outside the United States and to provide for the apprehension, restraint, removal, and delivery of such persons.
Foreign Crimes Act of 1981 - Amends the Federal criminal code to make any U.S. citizen or national who, in certain circumstances, commits an act outside U.S. jurisdiction while serving with, employed by, or accompanying U.S. armed forces, liable if such act would constitute a Federal crime if committed within the United States.
Sets forth standards and procedures for the apprehension, restraint, removal, and delivery of such persons.
