A bill to designate the Dick Smith Wilderness in the Los Padres National Forest in the State of California.
Dick Smith Wilderness Act of 1981 - Designates specified lands in the Los Padres National Forest, California, as the Dick Smith Wilderness. Transfers 430 acres of the San Rafael Wilderness to the Dick Smith Wilderness. Closes the Buckhorn Fire Road, which passes between such wildernesses, to all motorized vehicles except those used by the Forest Service.
