Constitutional Amendment - Directs Congress to assure that the total outlays of the Government during any fiscal year (except for repayment of debt) do not exceed 33 1/3 percent of the average national income for the three prior calendar years.
Authorizes the suspension of such measure in the case of national emergency or war. Requires approval of all expenditures in excess of such percentage, during a period of national emergency or war, by a concurrent resolution agreed to by three-fourths of all the Members of each House of Congress.
