Constitutional Amendment - Prohibits Congress from making any law which causes the total amount of money expended by the United States in any fiscal year from exceeding the total amount of revenue of the United States received during such fiscal year.
Provides for a suspension of such prohibition during a time of war or of national emergency declared by the Congress.
Makes this article effective for the second fiscal year beginning after its ratification.
