A joint resolution to compensate farmers and others engaged in agriculture for losses suffered as a result of embargoes on the export of agricultural commodities, and for other purposes.

Directs the Secretary of Agriculture to announce, before declaring an embargo on farm exports, the estimated: (1) impact on farm production; (2) financial loss to farmers; and (3) loss to the agricultural industry. Requires that compensatory payments be made to farmers and the agricultural industry if an embargo is declared.
