Amends the International Security and Development Cooperation Act of 1981 to add to the actions of the Government of El Salvador that the President must certify to Congress in the second presidential certification to Congress on conditions in El Salvador. Directs the President to certify that El Salvador: (1) has made good faith efforts since the first presidential certification to investigate the murders of six U.S. citizens; and (2) has taken all reasonable steps to investigate the disappearance of journalist John Sullivan in January, 1981.
