A joint resolution calling for a mutual and verifiable freeze and reduction in nuclear weapons.

States that the United States and the Soviet Union should: (1) pursue a complete halt to the nuclear arms race; (2) decide when and how to achieve a mutual and verifiable freeze on the testing, production, and further development of nuclear warheads, missiles, and other delivery systems; and (3) proceeding from this freeze, pursue major, mutual, and verifiable reductions in nuclear warheads, missiles, and other delivery systems.
