Directs the Secretary of the Interior to construct the Franklin Delano Roosevelt Memorial in West Potomac Park in the District of Columbia, subject to the supervision of the Franklin Delano Roosevelt Memorial Commission and in accordance with the general design selected by such Commission.
Authorizes appropriations.
