Constitutional Amendment - Provides for enactment and repeal of laws by popular vote. Excludes the right to propose constitutional amendments.
Requires an issue to be placed on the next presidential ballot if a petition proposing enactment or repeal of a law is signed by at least eight percent of the whole number of voters in the last presidential election in each of at least three-fourths of the States.
Requires for passage that such proposal receive a majority of votes in at least three-fourths of the States.
Declares that no law passed by popular vote is subject to presidential approval or amendment or repeal except by another popular vote or a three-fourths vote of each House of Congress.
