Expresses the sense of the Congress that the Guidelines Governing the Protection of Privacy and Transborder Flows of Personal Data adopted by the Organization for Economic Cooperation and Development are recognized as sound and legitimate principles for the treatment of personal information in the United States. Endorses basic principles of personal data protection. Requires legal, administrative, and other procedures and institutions to reflect such principles to ensure protection of privacy. Sets forth such principles.
