A joint resolution to express the intention of Congress to make no legislative changes in the Guaranteed Student Loan Program which would be effective prior to October 1, 1981, and to prohibit the Secretary of Education from taking any action to make any administrative changes in that program prior to such date.

Declares it the sense of the Congress that no legislation that would change the operations of the Guaranteed Student Loan Program before October 1, 1981, should or will be enacted.

Prohibits the Secretary of Education from promulgating any rule which changes the operations of the Guaranteed Student Loan Program before October 1, 1981.
