Constitutional Amendment - Prohibits total Federal expenditures from exceeding total revenues. Authorizes the suspension of such prohibition in time of war or national emergency by a concurrent resolution which has passed each House of Congress by an affirmative vote of at least two-thirds of its authorized membership. Limits the duration of such suspension to the end of the fiscal year following the fiscal year in which such resolution is adopted.
