Establishes the National Commission on the Educational Problems of America's Linguistic Minority Children.
Sets forth provisions concerning the membership, duties, powers, expenses, and compensation of the Commission.
Directs the Commission to report to the Congress within three years. Terminates the Commission 60 days after the submission of its report.
