Constitutional Amendment - Declares that no student shall be compelled to attend a public school outside the school district in which such student resides because of race, color, or national origin.
Requires school districts to be established so as to preserve the concept of the neighborhood school system, but prohibits any district from denying a student equal educational opportunity in violation of the equal protection guarantee of the Constitution.
