Constitutional Amendment - Provides that the power of a State or Congress to declare the punishment for a crime involving the deliberate and willful taking of human life includes the power to impose the death penalty.

Provides that the power of Congress to declare the punishment for treason against the United States also includes the power to impose the death penalty.
