Constitutional Amendment - Provides for staggered four-year terms for Members of the House of Representatives. Disallows any person who has been a Member for three consecutive four-year terms to be a Member during the two-year period following the end of such third term.
Provides that a Senator who has served for three consecutive six-year terms may not be a Senator for the two-year period following the end of such third term.
Prohibits any Representative who has more than one year remaining in his term of office from being elected as a Senator, unless such Representative has submitted a resignation effective the first January 3 after his Senate election.
