Expresses the sense of the Congress that increased use of the International Court of Justice should be encouraged and that one way of increasing use of the Court would be to expand its advisory opinion jurisdiction to include questions of international law referred by national courts.
Urges the President to consider pursuing such expanded jurisdiction for the Court.
