A concurrent resolution expressing the sense of the Congress that the Secretary of Agriculture and Institutions of the Farm Credit System should permit the deferral of the payment of principal and interest on, and forego the foreclosure of, certain loans made to farmers who are currently experiencing severe economic hardships.
