Urges the United States and the Soviet Union to agree to deep cuts in the nuclear arsenals of each side and to a mutual and verifiable freeze on the testing, production, and further deployment of nuclear warheads, missiles, and other delivery systems.
Declares that the United States should continue the further production and deployment of such nuclear weapons as are necessary for national security.
