Expresses the sense of Congress that the United States and the Soviet Union should: (1) pursue a complete halt to the nuclear arms race; (2) decide when and how to achieve a mutual and verifiable freeze on the testing, production, and further development of nuclear warheads, missiles, and other delivery systems; (3) give special attention to destabilizing weapons; and (4) negotiate to redress the current imbalance of conventional forces.
States that the United States and the Soviet Union, proceeding from this freeze and from negotiations, should pursue major, mutual, and verifiable reductions in nuclear warheads, missiles, and other delivery systems.
